Stormwater
The most common complaints received by municipalities are attributed to flooding and stormwater
management. We are regularly called upon to address residents' concerns and often asked to develop
cost-effective programs for limiting the problems caused by excessive stormwater.
The answers to these concerns have varied from the suggestion that communities enforce or enact
stormwater regulations or that subdivision control ordinances be revised for the construction of
new facilities. These facilities have ranged from increasing existing swale and/or culvert capacities
to the development of central detention facilities.
Our expertise in this field, coupled with state-of-the-art computer modeling skills, allow us to
meet the challenges imposed by various flooding problems. We have regular contact with FEMA, IDNR
and ACOE in our efforts to correct existing stormwater deficiencies and to prevent new ones from
developing. In fact, Howard Hamilton has served on the Will County Stormwater Management Planning
Committee from 1996 through 2001, and as past chairman has led that committee toward development of a
county-wide plan and ordinance to limit area flooding that became official for Will County in 2003.
Today he continues to serve Will County, with one of his titles being the Will County Floodplain and
Stormwater Administrator.
In addition, we regularly assess existing watersheds to determine if more stringent development guidelines
are needed to lessen the chance of downstream flooding. On a community-wide basis we have discussed with
Councils and Boards members the effects of stormwater control, groundwater conservation/recharge, stream/wetland
protection, erosion control ordinances and have prepared these for adoption when so directed.
